Acting Chair (Leadership) appointed by IET

Simon’s career began in the Royal Marines and spanned over 30 years with his last few appointments as a Brigadier (Director level) in Whitehall. Simon has extensive operational experience; taught at the Military Staff College; and worked across government and international organisations in his MOD roles. After leaving the Royal Marines he has had 12 years’ experience at Director/CEO/MD level in industry, in the UK and the Middle East, for HP, British Aerospace, Airbus and General Dynamics.  He was awarded an MBE in 1994.

Simon lives in Exeter; is a Director of a local veteran’s charity; works as a government consultant; and wishes to give more to the local community in his role as a school governor.


Annabelle Thomas

IET Executive Headteacher

Annabelle has been part of the governing board since September 2019 when she became Head at Teignmouth Primary. She has worked at the school for 12 years as a senior leader. From September 2023, she will be working as Executive Headteacher at the school.

Rachel England

Co-Opted GovernorLink Governor for Safeguarding/Attendance & Behaviour

Rachel was appointed as a co-opted governor for in May 2022 and is currently the safeguarding link for the board.
Rachel started her career as a primary school teacher before moving on to work more specifically with children and their families to ensure they thrive. She worked as a family group conference coordinator (a type a family-led meeting) for 5 years and is currently re-training to become a parent therapist.

Rachel has been a volunteer for many years as a class reader, a pre-school trustee or serving tea and coffee in a community café! She really enjoys giving back to the community, especially when it comes to providing the best public services to children and their families.

Rachel is interested in making sure services work in partnership with families; ensuring they are part of the decision process when it comes to their children and wellbeing. She is also interested in ensuring young peoples’ voices are heard and that children are supported in helping adults shape the school environment so they feel empowered and learn to become active citizens.


Luke Marchant

Staff Governor (Teaching)

Luke is the Head of School at Teignmouth Primary School, and also the lead for Behaviour, Mathematics and Data. Prior to joining TCS, Luke has had many years’ experience working in leadership roles in primary schools in Devon.


Jackie Jackson

Link Governor for Curriculum & Delivery

Jackie is married with children and grandchildren, and a dog called George! Jackie has been a teacher, a village school Headteacher, and a Headteacher in a city school. Education has been the passion of Jackie’s life, and she says that she is honoured to be a Governor at Teignmouth Primary School. Jackie loves how the school works as a team, encourages empathy and care, and works with every child to break down barriers and so enable achievement.  Jackie looks forward to being active in visiting the school and meeting many parents and children.

Rachel Spanswick

Link Governor for Curriculum & Delivery EYFS

Rachel was born in Wiltshire and moved to Plymouth in 1986 to attend college and study for her NNEB national childcare qualification and then worked for many years in childcare settings before embarking on setting up her own nursery. After 30 years working in the early years sector Rachel retired to Devon, where she has several volunteering jobs.  Rachel strongly believes that every child should have equal opportunities and be able to reach for the stars and achieve their dreams.

Emma Moore

Parent Governor, Appointed by GBLink Governor for Inclusion (SEND & PP) and Delivery

Emma is a Food Technician at Teignmouth Community School, Exeter Road and a volunteer at Teignmouth Primary School. Emma is impressed with how the staff care for and encourage all pupils to achieve their best and she is looking forward to being a part of this through her role as a Parent Governor.


Rachel Hill

Local Governance Officer

Rachel was appointed Local Governance Officer in October 2022 and has previously been the governance professional to Trustees and Local Governing Bodies of Multi Academy Trusts providing advice to all committees on governance, constitutional, and procedural matters; and ensuring the Boards met their statutory requirements.

Rachel enjoys working within the education sector and governance finding it to be rewarding and interesting, and understanding that, alongside the hard work and dedication of the school staff, the governance role is key in enabling the delivery of strategic objectives.
